Government Should Take a Leading Role in Tackling School-bullying

Anti-bullying is not only about the “zero tolerance” policy. Both legislation and policy are necessary for a comprehensive anti-bullying strategy. It is essential for the Government to explore the feasibility of a new legislation to specifically address bullying. In the short-term, the Government should set up a working group to review the status quo, identify issues and provide policy recommendations. In the medium - and long-term, the Government should hold public consultations and consider establishing a new “Anti-Bullying Law”.
